VECTOR

Decision-Making at the Edge of Uncertainty

Establish Reality. Identify Priorities. Take Deliberate Action.

Leaders rarely have complete information, unlimited time or perfect certainty.

Whether managing a security incident, organisational crisis, cyber event, emergency response, business disruption or complex operational challenge, decisions often need to be made before all facts are known. Information is incomplete, time is limited and consequences matter.

VECTOR™ is Montane Protective Security's decision-making model for operating at the edge of uncertainty. Developed through practical experience across protective security, crisis management, emergency management, business continuity, disaster recovery and resilience disciplines, VECTOR™ helps individuals, teams and organisations think clearly, establish reality, identify priorities and take deliberate action under pressure.

What is VECTOR?

VECTOR™ consists of four interconnected decision phases:

Regulate: Manage factors that may distort judgement.

Verify: Establish reality through evidence.

Prioritise: Identify the most important controllable problem and establish the Priority of Effort.

Execute: Take deliberate action and assess its effect.

These four phases are connected by one defining concept:

Continuous Reassessment: Continuous Reassessment maintains alignment between reality, priorities and action as information, conditions and consequences evolve. It is not an end-of-cycle review. It operates throughout the model by continually testing understanding, priorities and action as circumstances change.

VECTOR™ Overview

VECTOR is designedto help leaders establish reality, identify priorities and take deliberate action in environments where uncertainty, pressure and consequence are present.

Why VECTOR?

Incidents, threats, disruptions and complex organisational challenges often create similar decision-making pressures:

  • Stress and urgency.

  • Assumptions and incomplete information.

  • Conflicting reports.

  • Competing priorities.

  • Resource constraints.

  • Pressure to act.

  • Uncertain outcomes.

Most decision-making failures do not occur because people fail to act.

They occur because reality, priorities and action become disconnected.

VECTOR provides a disciplined approach to maintaining alignment between these three elements as circumstances evolve.

The Five Outcomes of VECTOR

VECTOR™ can be understood through the outcomes it creates.

Clarity

The ability to think logically, objectively and deliberately despite pressure.

Understanding

A shared, evidence-based appreciation of the situation and the limits of what is known.

Direction

A clear understanding of the most important controllable problem and the Priority of Effort.

Progress

Purposeful movement towards the desired outcome.

Adaptation

The ability to adjust understanding, priorities and actions as circumstances evolve.

Together, these outcomes create a simple decision-making narrative:

Clarity enables Understanding.

Understanding establishes Direction.

Direction creates Progress.

Progress drives Adaptation.

Adaptation improves the next decision.

Scaling VECTOR

One Model. Three Applications.

VECTOR scales from individual decision-making to organisational decision-making while maintaining the same underlying methodology.

VECTOR Quick™

Individual Decision-Making

VECTOR Quick™ is a rapid decision aid designed for dynamic situations where immediate orientation is required.

Best suited for:

  • Immediate decisions.

  • Compressed timeframes.

  • Dynamic situations.

  • Small teams and individual leaders.

VECTOR Deliberate™

Team Decision-Making

VECTOR Deliberate applies the same decision cycle with greater structure, analysis, planning and coordination.

Best suited for:

  • Incident management.

  • Crisis management.

  • Business continuity.

  • Complex or high-consequence decisions.

VECTOR Advanced Application™

Organisational Decision-Making

VECTOR Advanced Application™ demonstrates how multiple teams can operate connected decision cycles simultaneously while remaining aligned through shared intent, delegated authority, nested priorities and Continuous Reassessment.

Best suited for:

  • Large organisations.

  • Multi-team environments.

  • Complex incidents.

  • Strategic and operational coordination.

Leadership on the Edge

Leadership Through the VECTOR Lens

Leadership on the Edge is Montane Protective Security's case study series examining how leaders navigate uncertainty, pressure, accountability and consequence.

The purpose is not to celebrate success or criticise failure.

The purpose is to understand:

  • How decisions were made.

  • What influenced judgement.

  • How priorities were established.

  • How leaders adapted as circumstances changed.

  • What lessons remain relevant today.

VECTOR™ serves as the analytical lens for the series.

Colonel Robert Rheault - Leadership, Judgement and Accountability in the Shadows

Leadership Question

How should leaders act when they believe a threat is real, certainty is unavailable, and both action and inaction carry serious consequences?

Leadership Takeaway

Good decision-makers act. Great decision-makers reassess.

The Foundations of VECTOR

VECTOR Principle

Establish Reality. Identify Priorities. Take Deliberate Action. The Principle explains how VECTOR works.

VECTOR Philosophy

Solve the Next Problem First. The Philosophy explains the mindset required to apply the model under pressure.

Defining Concept

Continuous Reassessment. Maintaining alignment between reality, priorities and action as circumstances evolve.

Final Thought

Leadership is not the management of certainty.

It is the disciplined management of uncertainty while remaining accountable for the consequences.

VECTOR™ exists to help leaders do exactly that.
